I would say it's a Peugeot 404 wagon

It's very similar to the Peugeot 404, but it's a far rarer Fiat 2100.

Here's an article on Curbside Classic about the impact of the Chevrolet Corvair on car styling in Europe in the 1960s . The Corvair-esque beltline and lights were a common styling theme of the time.

I'd go one step further than y'all and pontificate that as it's a Spanish Police vehicle, it's more than likely to be a locally-built SEAT 1500 Familiar. A low-cost version of the FIAT 1800 made in Barcelona.
